If you don't rent a car you will have to take the bus or train from the airport to Málaga centre from where the busses to Tarifa leave.

If you arrive to late, you could take a taxi (about 25 Euros) to Tarifa. A taxi you find right by the bus station of Portillo.

The spanish town on the other side of the border is La Línea. There is a direct link to Tarifa but only once a day.
